No, you can live anywhere to receive coaching, education or consultation services.
The only services requiring you to live in Clallam or Jefferson Counties are free services available to IL or TL services available to current or former foster youth.
ALL paid services are open to anyone that is interested no matter where you reside.
As soon as PYFS gets your referral we will begin trying to contact you by text, email, and/or phone. If your referral has taken longer than 3 weeks, please reach out to us at [email protected] or by phone/text @ 360-808-9259 so we can see if the State DCYF eligibility Center has received your referral and made a determination.
If you have a current Social Worker, ask your Social Worker to submit a referral for you to PYFS @ [email protected] and have them Cc [email protected].
If you are trying to get a referral to ILS please reach out to your Social Worker to make a referral. They can do so by submitting a blank ILS referral form to [email protected]. If you are under 18 your referral must come from your social worker or former social worker with limited exceptions.
If you are seeking TLS services, anyone can make a referral on your behalf, or you can make a referral on your own behalf.

If you no longer have a Social Worker, or you do not know who your Social Worker is use the contact form to reach out for assistance in getting a referral. If you are under 18 years of age, the referral must come from a Social Worker at DCYF and we can assist this in happening.
Yes, absolutely. The only thing is that if you have been in foster care or are still in foster care these services may be fee for you (if you meet eligibility criteria). Please see below:
If you are a current or former Foster Youth between the ages of 15 and 18 residing anywhere in Clallam & Jefferson Counties you may be eligible for ILS services for free.
If you are a current or former Foster Youth between the ages of 18 and 23 residing anywhere in Clallam & Jefferson Counties you may be eligible for TLS services for free.
If you have NEVER been in foster care or do not qualify for IL or TL services, but would like to receive similar services? Please look under Other Paid Services to see if there are services of interest to you there for a fee.

Only if you have also spent at least 30 days in an open dependency after your 15th birthday. An open dependency means that the State of WA was your legal guardian, even if you were living with family or friends.
Unfortunately, if you have been under a CHINS petition, guardianship or another third-party out-of-home placement that did not eventually become an open dependency you will not qualify for free services under ILS. Please see paid services for other potential options.
